Black Outline Around Icon of Last Used App

I have been trying to figure out why there is now a black outline around an icon on my iPad Air. I finally figured out that it indicates the last application used and if I press return on my keyboard it will open that app. I’ve seen this question asked a few times and there’s the suggestion that Voice Over has been accidentally enabled—but I think my conclusion makes more sense. Please confirm that I’m right.

It sounds like you may have enabled an accessibility feature: Get started with accessibility features on iPad. When you go to Setting > Accessibility, is Voice Over enabled? If so, this would be the reason you see the outline.

Hi - if you read my original note you’ll see that this was suggested. But I checked and I do not have the accessibility features enabled on my iPad. Now that I have figured out what the use is for this black outline around an icon at the bottom of my screen (it indicates the last icon opened, and I can alternatively open this icon by pressing return on my keyboard—I also discovered I can tab to other icons as well) I think I’m fine. I just wanted to make this point in case others are wondering about this.
