Can you successfully sign into one phone with 2 different IDs to access icloud and backups from both IDs?

No. Only one ID can be signed in at any one time for iCloud. And backups can only be restored onto an iPhone during setup, which requires the restoration of the iPhone to factory condition which would delete the existing data from the iPhone.
