How do i open an application i don't have perms for?

Hi everyone, I recently downloaded a program off the internet, but whenever i try to launch it, it says that i don't have permission to open it. i'm the only one who uses this computer, and i have read and write perms on the program, but it still won't let me in! does anyone know how to get around this?

Thanks for the suggestion. However, as i've downloaded many programs off the internet before, this was the first thing I did. instead of giving me the 'this program is from an unidentified developer, do you want to open it' screen, it gave me one that said 'you do not have permission to open the application. contact your computer or network admin for assistance.' I am the only one who uses my computer, and I followed all the help steps for solving this I.E. going into get info and giving myself read and write perms. I already had read and write perms, so i removed them, applied the changes, and then gave them back to myself. no change. it might be good to note that this app was specifically developed for silicon macs, and when I downloaded another program by the same developer, also made for silicon mac, I had the same issue.
