I signed into iCloud for the first time last week. I'm not sure if by default that everything on your iPhone is gets automatically uploaded iCloud but my "Downloads" folder specifically was being automatically uploaded to iCloud. This was not my iPhone backing up itself. I also cannot disable my Files folder from syncing to iCloud. Is this supposed to happen normally between Apple devices and iCloud?

If you don’t want to use iCloud Drive on your iPhone. This can be turned off/disabled in Settings > [your name] > iCloud, then tap the green toggle next to iCloud Drive.

The size wouldn’t prevent the file from loading to iCloud, but it would count towards your iCloud storage usage. The file may not sync to iCloud if there isn’t enough available iCloud storage. This information can be found in the Access iCloud Drive files from your iPhone and other devices article, in the section titled If your files don’t update to iCloud.
If more iCloud storage is needed you can increase the storage. The steps for upgrading can be found in the following article.
You can also manage the content synced to iCloud, and delete content to free up storage space. The article below provides those steps.
