To turn off head tracking when using spatial audio, you turn off “follow iPhone” option in Accessibility -> AirPods. Unfortunately each time I reconnect my airpod pros I find head tracking is back on even though “follow iPhone” option is off. If I toggle the option on and off then it is disabled. Seems to be a bug.

So I only use Apple Music. I did an experiment and power hard reset my phone so no other apps were open and confirmed the described problem still occurred. Then I read your link about the control center control of head tracking. Once I toggled it via control center, I can not get this problem to occur again. That should be good enough for developers to squash the bug but I am fine now unless it comes back.

Are you turning on dynamic head tracking for other apps? If so, that would be why it's enabled. If not, we recommend that you Contact Official Apple Support.
