If someone has an iPhone (new SE) without a carrier or sim card, but they do have an Apple ID, how do they initiate a text with someone? At present, sending out a text to a third party phone number or email address results in a red exclamation point. However if that third party contacts the subject party first, it will be received and is able to be responded to.

They cannot send am SMS text or MMS.
They can send messages with the Messages app.
Eg: They can sign into the Messages app. with their Apple ID,
Set up Messages (as in the article above),
and then use the Messages app.
