Can not import file - Monterey

my downloads folder no longer shows I have Monterey. I can no longer see my downloads folder, in Finder or when in applications looking for a downloaded file to open. For example, I downloaded a .CSV file from my bank, and when I try to open it in Excel, there is no sign of a downloads folder. This worked fine until recently and I'm not aware of doing anything to make a change.

Monterey installer will not complete download I've been trying to download Monterey for 3 days now, download goes till 12,40 GB of 12,40 GB, remains stuck there and does not complete the download process. How can I fix this issue? [Edited by Moderator]

What happens when you try?

Does FCP have Full Disk Access in System Preferences->Security & Privacy->Privacy? It must.
