files were deleted from all devices

my documents folder was checked on icloud drive.
when reaching the 5GB storage limit all files were deleted from icloud, iphone and macbookpro.
is it possible to get them back?

MacBook Pro 15″, macOS 10.13

There was shortage of iCloud storage space , most of the space was occupied by personal documents and the same space was about to exhaust as it was reaching the limit 5GB , you can cross check files by date in advanced section from www.icloud.com using a web browser and restore Recover deleted files on iCloud.com - Apple Support

In case time machine was set up Restore items backed up with Time Machine on Mac - Apple Support

If you can't back up or restore your Mac using Time Machine - Apple Support

Purchasing icloud storage will increase the space , previous deleted files are erased permanently after 30 days from server and can't be recovered .

probably icloud deleted the files due to lack of space. files are no longer in the indicated folder. if I buy more space it's possible to retrieve them? it's 2 years of projects that are gone.
