How do I unlock an iPod touch that was gifted to me but has "Disabled Login into Itunes" if I don't have the previous Apple ID Information?

If it is, ask the person you got it from to remove the lock.

my ipod screen tells me to use itunes to restore and will not let me proceed past this screen
