If I leave my apple family and then rejoin will A: I be able to rejoin my family shortly after or do I have to wait like 6 months or a Year to rejoin? And B: If I have a shared iCloud storage plan and leave my apple family then rejoin will I regain the storage without loosing anything thing that was on it? Ex: photos that were on it will I have those back once I rejoin the family?

As long as you are not the family organizer, you would not have to wait a certain time period in order to rejoin the Family Sharing Group. The ‘What happens when you stop sharing?’ section here has more info about what happens once you leave:
If you are using more than 5GB of storage in iCloud, you will most likely be prompted to upgrade your individual iCloud storage so that you do not lose access to the data you store in iCloud once you leave the family group. This data is connected to your Apple ID account and not to your Family Sharing group.
