Hi ChuckWergin,
You should be able to connect your iPhone 13 by cable to your Mac and from the Finder window that comes up, look for the Restore Backup... button, this will then walk you through the process of overwriting the personalized files and such onto the iPhone 13 from your iPhone 8 Plus backup image.
