photo stuck on restoring

I have a Mac which I have updated to the new macOS Monterey 12.0.1. After update the photo is stuck on restoring. The photo library is on an external hard drive.

Does anyone know how to fix this?

Requirements have been documented in this way for some time (as long as I've been using photos at least). It is due to the permissions structure needed for time machine.

Hi

Regarding the external SSD - is it correctly formatted for a photos library?

It must be formatted APFS or MacOS extended (journaled) (preferred for spinning drives)

It Must not be (or have been) used for time machine. (A time machine drive can be used if re-formatted)

It must have the 'ignore ownership" checkbox ticked.

It must be directly connected (No ethernet or wifi)
