Charging causes glitchy screen

Why is it that when I'm using my phone while it's charging, the screen will move on it's own while I'm touching it as if it's being pulled in the opposite direction? And sometimes it prevents my touch from being registered. I can put several fingers on the screen at once and have no problem. It's only when charging and my boyfriend's iPhone has no problems.
