Can I use my watch as a hotspot for an iphone that doesn’t have a cellular connection?

Can I use my Series 7 watch as a hotspot for an iphone that doesn’t have a cellular connection itself. Why would I want to do that… suppose my iPhone 13 Pro has an issue and I take it in to get fixed. Meanwhile I still have my Series 7 Watch which will still work without the original iPhone it was paired to, so while I’m waiting to get my iPhone 13 Pro fixed, if I had an older iPhone, I could try to connect to the Watch using Bluetooth? Would that work? If it worked, would maps and directions work?
