Try a SafeBoot https://support.apple.com/en-us/HT201262
Takes noticeable longer to get to the login screen, does a 5 minute disk repair before it fully boots up, and certain system caches get cleared and rebuilt, including dynamic loader cache, etc.
Login and test. Reboot as normal and test.
Is your old Mac nearby?
Did you remove the soundcore from the old Mac?
I am now more bummed. This is because, to trouble shoot the issue, I removed the Soundcore + device from my other laptop running OS 10.16 (in case that was preventing it from showing up on my new laptop). That step didn't work on my new laptop. Yet now I cannot reconnect the Soundcore device to that old laptop! It bluetooth prefs say "connection rejected" (and persists even after using debug to reset bluetooth and also after trashing the Bluetooth prefs from both Library folders).
To summarize:
I tried reboot in safe mode on the new 16"laptop. However the problem still occurs in safe mode on my new laptop. (I do not see the device at all in the Bluetooth prefs.)
As stated, I did remove the Soundcore device from my old laptop. It seems my removing it resulted in a new issue on that old laptop - though it sees the Soundcore Motion+ device, it says "connection rejected" whenever I now try to connect. Even though I tried to debug/reset, it says connection rejected. So I am worse off now than when I first began.
Update: I was able to resolve the issue on my older laptop by manually resetting the Soundcore device.
However, this action did not resolve the issue on my new 16" MacBook Pro (Monterey OS 12.0.1).
Also: I did set up a new account and logged in and the issue occurred in that account as well.
