Volume cannot be used because it is encrypted with a PW and filefault does not turnoff from Privacy and Security. BigSur's installer can unlock filevault with PW and proceed with install (I tried reinstalling BigSur). Why is this not available?

How do I install Monterey then?

MacBook Pro 13″, macOS 11.6

Has the Filevault encryption process completed? Some features may not work properly until the encryption process is completed (Disk Utility, OS install, etc.). The status of Filevault should be seen in the "Security & Privacy" section of System Preferences on the "Filevault" tab. There should be no problem installing or reinstalling macOS over top of itself even when Filevault is enabled.

Run Disk Utility First Aid on the hidden Container. Within Disk Utility you may need to click "View" and select "Show All Devices" so that the hidden Container appears on the left pane of Disk Utility. Even if First Aid says everything is "Ok", click "Show Details" and manually scroll back through the report to see if there are any unfixed errors listed. If there are any unfixed errors listed, then you can try running First Aid while booted from Recovery/Internet Recovery Mode or a Big Sur USB installer, otherwise you will need to erase the whole physical drive (Intel only) and restore from a backup or clone. If you have an M1 Mac, then you can try following the instructions in the Recovery Mode links or you may need to "Restore" the firmware since I'm not sure Apple's method will reformat the entire Container required to eliminate the unfixed errors.

What is the exact model of the Mac? You can get this information by clicking the Apple menu and selecting "About This Mac".

Also what is the exact error message you are receiving when attempting to install Big Sur?

I'm not sure since I haven't tried to upgrade to Monterey on any of our Filevault encrypted Macs. I also have not seen any similar reports to your issue on these forums.

Have you tried booting into Internet Recovery Mode using Command + Option + R to install Monterey? Or tried using a bootable macOS 12.x Monterey USB installer?

Just make sure to have a good backup first before attempting to upgrade the OS just in case something goes wrong midway through the process.

No errors and no help from safe mode. I have a MacBook Pro 13” 2016 with Touch Bar. The only other thing I have here boot camp as I boot from windows (external SSD not partitioned from MacBook SSD) from time to time.

install macOS Monterey - “the volume cannot be used because it is encrypted with a disk password” I reinstalled bigsur and no issue.

filevault - I cannot enable users, turn it off (no unfinished process) - even tried creating admin acct. it just does nothing.
