Maintaining Privacy on an iCloud Family Storage plan

Are photos stored in a Family iCloud account automatically viewable by all family members, or are they viewable only by the individual whose device they originated on? Is it possible to keep some or all photos private from the other family members?

Only items that you add to the shared album are shared.
