how do you eject an external storage device, such as a USB once you've finished backup from time machine?

Welcome to Apple Support Communities.
Drag it to the Trash, or control-click and elect "Eject".
However, you should not eject an external hard drive that is set up for Time Machine. Time Machine works in the background to always keep a backup for you.
