difficulty with Apple Store Brazil

I have some difficulties with Apple Store Brazil. I received my new Iphone 13 Pro Max with a scratch in the back, and since October 27th I am trying to substitute it but there is no solution from Apple Brazil. Is it possible to get some support from Apple USA?
