Installing iOS on older Mac

I wiped the hard drive of my Mac as it was coming from a previous owner and I wanted to start fresh. Now I’m finding it’s impossible to reinstall an operating system. The operating system option I am being shown is OS X El Capitan or 10.11. Any help would be appreciated, just keep in mind, I’ve tried the regular troubleshooting and restarting options about a hundred times.
