I cannot verify my ID because I only have a photocopy of it stored in my gallery on my phone any tips?

I cannot verify my ID because I only have a photocopy of it stored in the gallery on my phone, any tips? I have already contacted Apple Pay who put me through to green dot bank. They issued me a case number and advised me to email them a picture of my photo ID as well as my full name, date of birth and the last four digits of my social. I was told after they received my email and reviewed it which should take 24 to 48 hours and my issue should be resolved. So, I did that and then I received a generic response from them via email but nothing else since and it’s been over a week….any tips or tricks?
