Apple Music Account Password Not the Same as Apple ID Account Password

I am using the same Apple ID for my Apple account and for my Apple Music account. However, Music does not accept the password for my Apple account (using the same Apple ID). I have had to reset my Music password to something entirely different my my Apple ID account password. Why can't I use my Apple ID account and password get into my Music account? (Of course, my Music account used to be an iTunes account.)
