If your Mac doesn’t start up all the way

Are you able to move past the Finder icon image you’re seeing, or does it appear that you’re being prompted to setup your Mac as if it were new? If so, are you able to complete the set up of the Mac? If not, what happens if you try to boot in to safe mode as outlined in the following article?
How to use safe mode on your Mac
If you’re unable to boot in to safe mode, or move past the Finder icon screen you would want to reach out to Apple next. You can find their contact details via the Get Support website.

Hi, thank you for your timely response. When i turn the macbook on:
1- apple logo appears
2- makes me select a language
3-when i press enter for the selected language the smiley mac logo appears
