My iMessage are sending and receiving but it’s not saying delivered or showing read for both people. How can I fix that

The ability to show Read is not up to you, it is up to the person that you sent the message to. They have to have configured their device to send the Read message. Try powering your iPhone off and back on again to see if that helps. If this is a group message, you will not see a Delivered or Read message for a group message, only individual messages.
