time machine asks to rewrite the hard drive

moving to an external hard drive from my old airport extreme, it is asking to rewrite the hard drive. Do I allow?

If there is no data on that drive that you must keep, and you intend to use it for Time Machine backups, then allow Time Machine to reformat the drive. TM requires a specific format depending on the macOS you are using, and when it discovers a drive that is incorrectly formatted, it offers to reformat. It's normal and expected behavior.
