I have turned Private Relay OFF, but it's still showing up (visible via SpeedTest) and affecting my connections. Is there a means, beyond the option in iCloud, to ensure that it's completely OFF?!

Probably best to contact Apple Support.
Try a restart with Private Relay disabled, and see if that clears out any residual connections.
Tried a different speed test site as a test?
Thanks for your reply. I tried that, but it didn't resolve the problem. I've even tried the old standbys like resetting the PRAM, etc., though I'm not aware of any connection with that.
