Why I can not access Apple TV
I pay $4.99 mo. but when I try to watch a movie it wants payment. My wife pays the credit card bill and had no idea I was unable to use Apple tv. Is there a solution?

I apologize for this confusion.
You are paying for an Apple TV+ subscription which is limited to everything included only in the “Apple TV+“ section in your TV App.
Other Movies that are not from Apple Tv+, are simply from iTunes and not included in that monthly subscription.
