I ordered an iPad 10.2 inch with wi-fi on October 13. It was scanned into a UPS facility in China and has been sitting there stuck; apparently waiting for more units to accumulate before they ship them out. Has anyone else had a similar experience and what can be done?

If purchased from Apple, then you're just going to have to wait it out. I ordered an iPhone 13, and it took me 6 weeks to get it. Don't forget about where there are manufactured, and what is going around: COVID.
Most companies are experiencing shipping delays. Be patient!
