I had the same problem and this fixed it. On the iPhone paired with the Apple Watch that is not working on Walkie Talkie, go to settings- FaceTime and switch FaceTime off. Wait a minute and switch it back on. When I did that, everything finally started working correctly. I rebooted the Apple Watch after doing that as well.
