So I can't set up family sharing unless I have Apple hardware? But I also can't turn off two factor authentication, which would let me share an Apple TV account with my family?
That can't be right. What am I missing?
Many Apple services do require Apple software be running which means Apple hardware.
You can set up Family Sharing on Android devices as part of using Apple Music but Family Sharing features on Android are limited to Apple Music.
