I have been trying for weeks to download the last two updates and back up my two iPads.. It keeps giving the same message that it takes a good WiFi and must be plugged in. Now, the two updates “Download and Install” Link isn’t blue anymore. They are grayed out.
I have an IPad 3rd generation (mini) and an IPad 6th generation,.
I have a very good WiFi signal in my house and sit right beside the modem.

An iPad Mini 3 will only update to iOS 12.5.5. As far as the iPad 6th Gen, it should update to iPadOS 15.1. Go into Settings and delete the iOS updates you have downloaded on the device and try downloading again. See this, If your iPhone, iPad or iPod touch won’t update – Apple Support (UK) at the bottom you will see the steps to remove the update downloads. If this still does not work, see this, If you can't update or restore your iPad - Apple Support

Go to Settings>General>iPhone Storage. If the download is there, it should be found in that list. See the 'Remove and download the update again' section of this support document for additional instructions on how to remove them. If your iPhone, iPad or iPod touch won’t update - Apple Support Then follow the instructions in the other link I provided earlier if you still have a problem.
Where do I go to see if it actually previously downloaded?
As I said, it is grayed out. No link to click on to download or install the last two updates. Please answer back with specific information. This is beyond frustrating for me.
