special characters ~ ' " keyboard behaviour has changed

The behaviour of my keyboard for special characters has changed.

 ~ ' "

these characters used to appear immediately when I typed them. Now I have to press spacebar before they are there. If I don't, they end up above the next character I type. Like this: ã.

Do people recognize this?

Is this part of a recent OS update?

Or did I change something myself?

Can I revert this behavior?

MacBook Air 13″, macOS 12.0

US International PC is a special keyboard layout copied by Apple from Windows, where some like it because it makes typing accented characters used in the most common European languages much easier than in other Windows English layouts.

Sometimes people who have gotten a Mac with an International English hardware keyboard choose this as their Input Source by mistake, because of the "International" in its name. Instead they should choose US or British or ABC.
