Cannot open large picture file from icloud

I downloaded a large picture to my files folder but when I try to open it, the screen flashes a few times and then just the file name appears on screen. This started when updated to new iOS.

Any ideas?

Not sure that this helps. I am able to open the file. But, it seems the jpeg 2000 format is giving my device pause too. Everything else is snappy unless I open that file in a browser or from files. It eventually opens but take a long time (longer than it should for a 32 MB image file). Are the other files with issue also jpeg 2000 (jp2) files?

Thanks for using Apple Support Communities. You've mentioned that you're unable to download a large file using iCloud Drive. Is this file saved to your photo album as well? What happens if you connect your device to another network? Are you able to download the file then? Can you download the photo again and attempt to open in iCloud Drive?

So maybe I can clarify the problem that I’m having. There is a file that I’ve downloaded from the library of congress website. It is a (attachment 1) jpeg 2000 image, 32.4MB. Before the last update, I was able to open. Since the update, the screen flash and I get (attachment 2) a screen that has file name, image and size.

I saved it to my iCloud and also on my iPad and iPhone and I cannot get it to open on either device. Like I mentioned, I was able to open before the update and it is frustrating that I cannot open now.
