Hey Siri not working

Hey people if I get any help it will be brilliant.Recently I bought the new iPad Air 4th Gen.So am setting it up and I cannot get Siri to work.The green cursor to turn on keeps turning off when I am on step 1 off 5,you know when the screen prompts you to say ‘Hey Siri”.
