Do not wish to connect to an iMac. As stated a 2011 Thunderbolt Apple Cinema Display.
if possible using the HDMI port.
Trying to save the remaining USB 3 port for other devices.
The other USB 3 port is in use with a Satechi dock 1Tb ssd.

That configuration is not supported by Apple in either hardware or software.
You cannot use the 2011 iMac as a monitor for the new M1 Mac mini.
Your best course of action is to buy a monitor for the mini. The iMac computer was not designed with that in mind.
There is no way. to run a Thunderbolt display from a HDMI port. There are adapters to connect HDMI display to Thunderbolt but none that go the other way.
You can daisy-chain multiple Thunderbolt devices (including Thunderbolt displays) from one Thunderbolt port, or you can get a Thunderbolt hub for more ports.
