Yes, most any HDMI Display or TV will work plugged into the Mac Mini's HDMI port.

I would also suggest using an HDMI Certified cable. Certification for 4K or higher would be desirable.
Vendor supplied cables are usually the cheapest they can get away with and not always reliable.
