iPhone doesn't ring or can't hear ring

iOS 15.1.1

For Google Voice the ringtone was quiet for one ring (sometimes) and then stopped completely and there was no vibrations during ring.

For Apple Phone itself it would just ring quietly and barely vibrate.

I missed a lot of calls.

I found articles pointing to Attention Aware Features as the cause. Turning this off solved all my issues - yet is it broken? Shouldn't I be able to use the feature? It seems like it would be helpful if it worked correctly.

This is part of the Attention Aware Feature of the iPhone. When the iPhone has your attention while you are looking at the screen (typing, reading websites or working with an app), then it automatically reduces the sound because it knows you are looking right at it so no need to issue loud notifications.

You can turn this feature off if you want by opening Settings ➔ Accessibility ➔ Face ID & Attention ➔Attention Aware Feature set this to OFF.
