Update via phone hotspot

I can’t update the latest software via my phone’s hotspot. Previously I have been able to do this with no issues. My phone’s data is unlimited and I have a strong signal. It is working fine as I have just updated some apps on my I pad via the hotspot. I have tried every ‘fix’ but none has worked. Please don’t go through all the obvious fixes again when replying; I know how to update. I want to ask Apple directly why have you blocked software updates via mobile data? My hotspot is WiFi like any other, there is no difference; it’s just as stable and secure as a router. I only have mobile data as it is the most cost effective for me. I wish I’d stayed with android. Do I have to return my I pad now as it’s redundant for my needs.
