Why do I have to connect to a WiFi source??

Why do I have to connect to a WiFi source before iCloud backup can begin??

is there a way I can change that because I don’t have any WiFi to connect to

iPhone 7 Plus, iOS 13

Wi-Fi is a requirement for iCloud backup.

You can make a backup locally by connecting your iPhone to your computer without using Wi-Fi.
