You can't open the application "Image Capture" because it is being updated.

Recently reinstalled High Sierra on a mid-2011 iMac 27" and applied all latest updates to 17G14042.

The iTunes & Image Capture apps both had the issue of "You can't open the application xxxx because it is being updated". I fixed the iTunes by downloading and re-installing. But I can't find the Image Capture app anywhere.

To get around this issue, I right-click the Image Capture app - Show Package Contents, then click Contents - MacOS - Image Capture, to launch the app successfully.

The question is how it can be fixed properly, without re-installing the entire macOS?

P.S. also tried disk repair in Disk Utility with no effect.

Thanks, P.Phillips. I finally cracked the code after comparing a working one copied from another Mac and the one in question.

The issue is the "CodeResources" file in "_CodeSignature" folder missing read&write permission for user "user_id (Me)". The Image Capture app itself was also missing the same permission. After I added myself to both of them, it's working now -:)

Image Capture app is built into High Sierra and if damaged may result in what is being experienced.

Restart the computer in Recovery Mode Command + r immediately at restart and choose Reinstall macOS. This will require and active and functioning internet connection. For best results connect via Ethernet Cable to Router.

The reinstallation will bring down the full installer and commence the installation. It should replace any missing or corrupted / damaged elements of the OS without make changes to instaledl applications, personal data or settings.
