Perhaps you may have to check and maybe change settings
if you've used iCloud Photo &/or other means to transmit
images from iPhone to a Mac. Many other things are shared
across wireless or other connections between iDevice + Mac.
• Photos User Guide for Mac (Table of Contents) - Apple Support
https://support.apple.com/guide/photos/toc
There also is an older article, with updates; about Continuity
settings for most anything that may need checked & reset.
And this is a newer article..
• Use Continuity to work across Apple devices - Apple Support
an older one has recent updates, too..
• Use Continuity to connect your Mac, iPhone, iPad, iPod touch, and Apple Watch - Apple Support
https://support.apple.com/en-us/HT204681
Even how the Mac uses Data can affect the iPhone and images.
These are all over the place, in more than few locations in both.
If you test items through Continuity, one of them is AirDrop.
That should work in near proximity; a code is used to enable.
{..That's not likely to be an answer, so much as example..}
Sorry to not have kept notes after multi weeks of torment
in hunting down 'iCloud' issues; across three devices, etc.
Good luck & happy trails! ☺︎

Old issue, new issue , what changed—
My understanding is "Photo stream" has not worked for awhile now...
you can submit your Apple Feedback directly to the product team:
It is a new issue just within the last week
I did use air drop a while ago....could that be the problem
I just went into photos on my mac and they are there...just took a few days for it to happen.....thanks for everything
