Apple Watch Series 7 Question

Hello! I am planning to purchase an Apple Watch Series 7. I don't want to sign up with a carrier immediately, but I do want cell service on my watch at a later date through my established iPhone carrier. Are all Series 7 watches cellular-enabled? In other words, if I select GPS, can I add Cellular later, or do I need to select GPS+Cellular at the time of purchase, and sign up for a plan at that time?

I just want to make sure that when I switch to a carrier that I'm pretty sure doesn't really support apple watches that it will still connect to my iPhone via bluetooth. Do i have to setup the cellular functionality on the apple watch? I am looking to purchase a Apple Watch 7. Through my company it looks like they only have the GPS + cellular. I don't want to setup the cellular part, can you still use the watch in its full functionality without the cellular part? (I know I wont be able to make calls if I don't set it up but other than that)
