is there any way to recover lost data from an old phone you traded in with Apple, not knowing the data wouldn’t recover from the backups you did? or is that data / all the photos/videos completely gone? not everything came back. the phone is an iPhone 11 and i was hoping you could get into the cloud somehow to restore it?

Neither we, the readers of your post, nor Apple can get in your iCloud and recover any data. Only you can do that by using your Apple ID and Password. Did you restore your iPhone 11 from an iCloud backup? If you want to check what is store in your iCloud account, then you can go to ➔ www.icloud.com and log in with your Apple ID and Password. You can check all the presented categories there for your data.
