• If an Alert Says Face ID has been Disabled on your iPhone or iPad Pro - Apple Support

Start with a Restart:

OK.....See if this helps you --> If you can't make a FaceTime call on your iPhone, iPad, or iPod touch - Apple Support

They may not have activated FaceTime on their phone, could be one reason.
