New iphone 13 pro max unable to complete data transfer

New Iphone 13 pro max. I can't transfer data from my iphone X. software rev on both phones is 15.1. What next. How do I get this to work? thanks

This did not help. This is the method I am using. To no avail. Both phones have been fully charged and plugged in. Both phones have 15.1 rev software. Please provide what next. I have reset the iphone 13 many times and this takes about an hour to get right back to the failure and reset the iphone 13
