I have an entry level 2014 Mac mini running a dedicated task. It is currently running Catalina. It works but is painfully slow when I have to do any work with it. Am I better to stay with Catalina or upgrade to Monterey?

If the Mac has HDD, it will be slow when running APFS. If yes, get an internal or external SSD and boot from it.

https://etrecheck.com/upgradeIt shows what is launched and other information and is very useful in finding causes of problems. After you first launch the app make sure you check Enable full disk access in the box in lower left.
After running the app use the app's feature to paste to clipboard. Paste the results/report in the text box for a reply in this forum but click on the addition text icon.
This is because the normal reply text box limits how much you can type.

If it is slow with Catalina then it will probably be slow with Monterey. I would try to address issues now before upgrading.
