Problem with icloud request

I keep receiving this e-mail where i’ve been asked to update information for icloud bolling. Please see attached the e-mail. I’m having troubles understanding the steps described in those e-mails. I can’t even pass the first step because when i open settings -> my name, then my phone does not show me “iTunes &App settings” as is described in step 3. Please also find attached the screen shot of my phone settings.

i really dont understand what is the problem. I have not changed my credit cad and i have enough money on it. These e-mails come out of the blue and no i’ve been thretened to close my icloud account and i cant even take the steps you have described.
