The option to remove automatically detected faces has been available in Photos 1 and 2, but Apple has removed it from Photos 3 and later, when OS X 10.13 High Sierra came out. At this time Apple started to sync named faces across all devices with iCloud Photos and the workflow to name faces changed considerably. There is no longer an album of all unnamed faces, as Apple does no longer expect us to name all faces. Initially only a few people will appear in the People album, only people that have been recognised as the same person in many photos. Any additional person we want to see in the People album has to be added by us manually, simply by finding a photo of the person where the face has been detected by Photos and then naming the person. Only named people will appear in the People album.

Rather than deleting or rejecting faces circles around the faces of strangers or statues, or false positives, we are expected to ignore them. We would have to retouch the photo and erase the face from the photo to get rid of he faces circle.

I think the artificial intelligence processes to classify scenes are needing to know all detected faces, even of strangers in a crowd, so they can classify the scene as a concert or a football match or similar. So Photos needs to keep all detected faces around.
