Hi,

It sounds like she may be apart of Apple Cash Family within Family Sharing.

Since she is 14, she is old enough to have her own Apple ID account apart from Family Sharing, but she is under 18, and cannot have her own Apple Cash account without being tied to your Family Sharing.

Before leaving the Family Sharing, on her device go to:

Settings > Wallet & Apple Pay > Turn off Apple Cash at the top > Confirm you want to Turn Off.

Next, go to Settings > Name > Family Sharing > Your Name/Me > Stop Family Sharing.

You can now invite her to your Family Sharing group and set up Apple Cash Family.

Hope this helps!
