I tried to enter the code several times and now I’m locked out for about one hour in between entries. When I enter my Apple ID and password, it doesn’t work. It still says wait 60 minutes until try again. Even though I didn’t enter a code before. Tips?

The final result after backing up the phone, installing the latest version of iOS, and submitting the screen recording is that it was not a bug. Instead I had linked another person's AppleID to my screen time account. That person provided me their Apple ID and password, and I was able to unlock the screen time, reset the code, and add a different Apple ID.

During the call with the specialist, she recommended that I back up the phone and then upgrade to the latest version of iOS 15.1.1. I was previously running 14.8 or something. After backing up and upgrading, I took a screen record of the process and it did the same thing.
You have to wait one hour.
Thanks for your reply. Yeah that’s the article that I try to use before creating this post. I also just had a chat with one of the Apple support people and they said that I was doing everything correct but it still wasn’t working. We’re going to escalate to a senior phone support representative.
I don't know if the range of the mobile network is related to the problem, optimize the range of the mobile network.
